The phrase “Where there’s smoke, there’s fire” means that if there are signs of a problem (smoke), there is always a cause behind it.

Now, with multiple fires burning hotter and traveling farther than a typical brush or forest fire, affecting millions of people, any real investigation must go further to know what is burning IN the fire.
